She was the daughter of Albert J. (Ike) Penley and Margaret Thelma McGee Penley of Richmond, VA. A brother, Albert J. (Skeeter) Penley, Jr., of Richmond, predeceased her.
Judy is survived by two sons, Jeffrey Wyatt Holt and Timothy Scott Holt, a grandson, Thomas Wells Holt, and several nieces and nephews.
