He was born on September 13, 1948 in Franklin Township, NJ where he was raised. He graduated from Franklin High School.
Walter worked at Franklin Township Public works in Somerset, NJ. He had also worked at Foodtown supermarket. He had also did landscaping in his free time.
He is preceded in death by his sister, Ruth E Mounce.
He is survived by his spouse, Betty Mounce, daughter, April Mounce, and grandchildren, Alex and Nick Cortez.
