It is with deep sadness that we announce the passing of Colonel Charles E. Penland, U.S. Air Force (Ret.), who peacefully passed away surrounded by family on March 3, 2025, at the age of 88. Born on August 2, 1936 near Thomas Oklahoma, Charles lived a life of extraordinary service and dedication, both to his country and his family.
Colonel Penland graduated from Westville High School in 1954 and went on to earn his degree from Oklahoma State University in Stillwater, Oklahoma, in 1958. Shortly after, he answered the call to serve his nation by joining the United States Air Force on August 1, 1958. Throughout his distinguished career, he served in numerous vital roles, culminating in his retirement on June 1, 1981, after 23 years of active service.
Among his many accomplishments, Colonel Penland served as the Chief of Base Personnel at U-Tapao Royal Thai Air Force Base from 1972 to 1973. He also played a crucial role during the "Yom Kippur" War in the Middle East as Chief of the Middle East Task Group Management Secretariat in the office of the Secretary of Defense. A testament to his leadership and strategic acumen, he was selected to attend the prestigious year long National War College, where he graduated in 1976, further solidifying his legacy as a distinguished officer.
Colonel Penland was a pillar in the community as well. Teaching high school and adult couples Sunday school, serving as Chairman of Deacons at two different churches, and serving as President of his Homeowners Association for 15 years. He enjoyed playing softball, golf, and was an avid leather crafter creating many one of kind pieces for friends and family.
Colonel Penland was known not only for his exceptional military career and service to community but also for his devotion to his family. He is survived by his beloved wife of 68 years, Phyllis Penland, and their four children: Mike Penland, Patrick Penland, Rhonda Steczkowski, and Jennifer Morris. The family also includes 12 grandchildren and 18 greatgrandchildren, all of whom will carry forward his memory and legacy.
Colonel Penland's contributions to his country, his unwavering dedication to service, and his love for his family will always be remembered. He leaves behind a lasting legacy of honor, commitment, and love.
A private service with military honors will be held at Ft Sam Houston Texas for close family and friends. In lieu of flowers, the family requests that donations be made to the Wounded Warrior Project in Colonel Penland's honor.
