

Born on July 28, 1962 in Hanover, Pennsylvania, he was the child of Charles Edward Capper and Lillian Elizabeth Distin Capper.
David spent years working as a supervisor at a steel mill company in Hazelton, Pennsylvania.
"Papaw Fishy" was David's nickname. He spent his life loving fishing and jewelry making, hunting in nature for gemstones.
He had a heart full of love for his daughter, Tammy Seitter, and grandchildren, who named him "Papaw Fishy."
David is survived by his daughter, Tammy Seitter and son-in-law, Leroy Seitter; grandchildren, Carah Brooks and husband, Garrett Brooks, Leroy Jr., Daniel, and Elizabeth Seitter; great grandchildren, Natasha, Selina, Aria, and Layla Brooks; siblings, Deborah Overton and husband, Donald Overton, April Kerr, Robin Penwell, and Clinton Hoare; nieces, Brittani Suryadevara, Hannah Overton, Amanda Murphy, and Ashley Penwell; and nephews, William and Charles Lerch.
He was preceded in death by his parents, Charles Edward Capper and Lillian Elizabeth Distin Hoare; brothers, Charles Edward Capper Sr., and James Emmett Hoare; grandchildren, Annabell and Richard Seitter; and great granddaughter, Lana Brooks.
