Joan Arlene Spradley-Havel passed away in Forth Worth, Texas on Sunday, December 3rd, 2017. Joan was born in San Francisco, California on October 5th, 1937 to Harry Max Rissman and Margaret (Pence) Rissman. At age 10, she moved with her family, to Guam, Marianas Islands, but returned to California to graduate from San Mateo High School in 1955. After attending the University of New Mexico in Albuquerque, she returned to Guam where she entered Federal Service. On November 27th, 1957 she married Lester (Les) Spradley on Guam but shortly thereafter moved to Les's hometown, Fort Worth, Texas. While raising her family in Fort Worth,, she continued her career with Uncle Sam, first at the General Services Administration and then at the US Army Corp of Engineers. In 1983, with her daughters grown, Joan moved to Frankfurt, Germany as Budget Officer with the US Army Corp of Engineers. She retired in 1995 from the Galveston District, Corp of Engineers after 31 years of government service.
She is survived by her loving husband of twenty five years, Victor Havel; her daughter, Jean Taylor and husband, Sam of Ennis; daughter, Lisa Speicher of Lewisville, Texas; Kirsten Richter and husband, Hans of Rodenbach, Germany; and Kai Havel and wife, Heike of Blankenheim, Germany; six grandchildren and their spouses, and 4 great-grandchildren; and brother, Harry Milner, of Rock Ledge, Florida.
She is preceded in death by her parents; husband Les Spradley; son-in-law, Michael Speicher; and sister-in-law, Aleta Milner. In keeping with her pre-arrangements, she has been cremated and will be interred at St. Joseph's Catholic Cemetery, in Ennis, Texas. Interment Service will be on Saturday, March 3rd, 2018 at 10 a.m.at the Cemetery Mausoleum with Father John Dick as celebrant.
