Frances Ellen Sturgill, the third of four siblings, was born on Thanksgiving Day, November 24, 1927, in Salt Lake City, Utah, to parents Arthur Snow Sturgill and Dora Hanson Sturgill. Fran grew up in Provo, Utah, and married Petroleum Geologist Robert M. Robbins in 1949. She and Bob lived in many locations throughout the southwestern United States and eventually settled and raised their children in Oklahoma City, Oklahoma.
Fran studied journalism at Central State College (now the University of Central Oklahoma) in Edmond, Oklahoma. She received a Bachelor of Arts in Journalism in May 1977. She enjoyed the subject of publishing and always considered herself a "news hound". She derived great joy in writing and had several published works throughout her lifetime.
She was preceded in death by her husband of fifty-four years, Bob, in 2004. She is survived by their three children, Ruth Robbins of Portland, Oregon, Mack Robbins of Wichita Falls, Texas, and Charles A. Robbins of Southlake, Texas, as well as by an abundance of nieces, nephews, grandchildren, and two great grandchildren.
