

Mark moved with his family to Sunnyside, Washington, in 1950 and grew up there. He graduated from Sunnyside High School in 1968.
Following high school, Mark served in the United States Army from 1969 to 1972, completing Airborne training and serving with the Special Forces (Green Berets). After his military service, he attended Perry Technical Institute in Yakima, Washington, where he studied electronics instrumentation from 1973 to 1974.
In 1978, Mark married Virginia (Ginny) Tierman. Together they raised one son, Matthew Carter, who preceded him in death in 2024.
Mark worked for Hanford contractors from 1975 until his retirement in 2008. Outside of work, he enjoyed golf, fishing, hunting, jeeping, and cheering on the Seattle Seahawks.
He is survived by his wife, Ginny Carter, and siblings Janet Gatton, Cole Carter, Diane Cavazos, and Eric Carter. He was preceded in death by his parents, Donald and Joyce Carter.
Mark will be remembered for his service to his country, his many years of dedicated work, his good nature and sense of humor, and the time he spent enjoying the outdoors and the people closest to him.
