

Billy was born in New Orleans, LA on October 15, 1947 and moved to nearby Metairie at a young age. He grew up in a simpler time, but full of mischief. Joining the Army and being a member of the 589th Engineer Battalion seemed to set him straight. He went to work in construction as a crane operator and did so for several years with most of the area’s top companies. He’s had a hand in building many roads and bridges around the city and beyond. He loved drag racing, working on cars, his old-timey music and, of course, his trips to Mountain View, AR. He was just a big goofball with a huge heart.
Billy is survived by his wife of 52 years Gail Dufrene Heflin and their two children, Susan T. Heflin and William “Trey” C. Heflin, III. He is also survived by three grandchildren, Randy N. Heflin, Reagan L. Heflin, Reece M. Heflin and his two honorary grandchildren, Seth M. Shaw and Savannah M. Shaw. Billy is preceded in death by his parents William Cecil Heflin, Sr. and Rowena Evans Heflin as well as his sister Barbara Heflin Leger.
