

Cindy L. Miller (née Mann), 71, was called to her heavenly home on February 12, 2026, after a long battle with dementia. Born in Campbellton, New Brunswick, Canada on July 2, 1954, Cindy was the youngest of three daughters of Sterling and Patricia Mann. After graduating from La Polyvalente Restigouche Senior High School with academic honors in 1972, Cindy attended Capital Business College in Fredericton, NB and then graduated from the Saint John School of Nursing in Saint John, NB, in 1975. After two years of nursing at Soldiers’ Memorial Hospital in Campbellton, she relocated to Corpus Christi, Texas to work as an RN at Memorial Medical Center. She met the love of her life, Pete Miller, and they were married three months later on September 24, 1977 in Newport, Rhode Island.
Pete and Cindy welcomed two children, and life as a Navy family took them through ten moves at seven different duty stations up and down the east coast of the United States and Canada. Cindy embraced life as a military wife, and she found joy and purpose in various volunteer opportunities such as the Girl Scouts and Boy Scouts of America, the Navy Marine Corps Relief Society, Seniors vs. Crime, safety fairs with the Jacksonville Sheriff’s Office, the Community Emergency Response Team (CERT), and literacy programs. She was named Jacksonville’s Navy Wife of the Year in 1991, and she worked in the mortgage lending industry steadily from 1993 to 2006. Cindy had a beautiful voice, and she could often be heard singing with church choirs at several duty stations.
As Cindy joins her parents in heaven, she is survived by her loving husband, Pete, their children Katie Lay (Steven) and Kristopher Miller (Christina), and six grandchildren: May May (Matt), Ethan, Megan, Jeremy, Isabel and Alex. She is also survived by her sisters, Faith MacDonald and Pamela Sebastian, and other extended family members.
The family wishes to thank the team members at Westminster Woods on Julington Creek for their loving care for Cindy the last four years, and Community Hospice and Palliative Care for their additional care this past year. A memorial service is planned for Saturday, March 21st at 2 p.m. in the River Lounge at Westminster Woods, 25 State Road 13, St. Johns, FL 32259.
