was born in Marlin, Texas, on July 9, 1931, to Ola Lee Winzer and Henry Earl Kelly. She pursued a BA in History from Texas Women's University and a Master's in Political Science from the University of Houston.
Passionate about public service, Pat was involved in politics early on. She was active in the Campus League of Women Voters and was President of the International Relations Club. In 1952, Pat proudly cast her first vote at the State Democratic Convention to put the National Democratic Party on the ballot.
Her lifelong dedication to shaping Texas politics included serving as Director of Volunteers for the Kennedy-Johnson campaign in Pasadena, TX, and holding leadership roles such as Democratic Precinct Committeeman Chair in Montrose.
Pat's legacy is one of love for politics, friendships, and her zest for life. She cherished her close relationships with Danette Wilson, a former student turned family, and Diana Mapes, whose companionship brightened her later years.
She is preceded in death by her parents. brother Bob Kelly, companion Lucy Watson, ex-husband Rivers Gandy, and stepson Rivers Gandy Jr. Pat is survived by her stepdaughter Barbra Gandy, niece Karen Kelly, and nephew Mike Kelly.
