Jacel was born in Maracaibo Venezuela on February 11, 1947 to Jacobo and Celia Serfatty. She immigrated to New York at the age of two and then she moved to Houston at fourteen. After attending Pershing Middle School and Lamar High School, she enrolled at the University of Houston. Upon graduation, she went to work for Houston ISD. She continued her education earning her Master's and Doctorate in Education. Jacel was a Teacher, Principal, Assistant Area Director, Director of Alternative Certification, and Associate Superintendent. She loved teaching children and teaching others to teach. She leaves behind her husband, two sons and three grandchildren. Memorial services are pending.
