

Since age two, Fran was raised in Elkins WV.
She went on to attend Fairmont College earning her degree in Nursing.
She then married and returned to California settling in Sacramento. Fran got divorced shortly thereafter and became a devoted mother to her son Christopher Mitchell. She worked as a Registered Nurse for American River Hospital and Kaiser Permanente (Morse Ave, Riverside and Folsom).
She had a great love of reading, became a quality quilter and enjoyed country dancing. Her country dancing led to her to meeting her future husband, Don MacMillan. They married in October 1997 and became soulmates and best of friends.
After both retired in 2011, they started travelling the world. Together they explored the United Kingdom, and Northern Europe spending their 20th anniversary atop the Eiffel Tower, enjoying touring all of Italy. They got their sea legs on four cruises to the Caribbean, including passing thru the Panama Canal and the Bahamas as well at three cruises and one overland to Alaska. Then on to South America visiting Rio, Iguazu Falls and dancing the tango in Buenos Aires. Their last trip was to New Zealand and Australia. Her only regret was having their cruise to Hong Kong, China’s Great Wall and Japan cancelled due to the COVID outbreak. Fran was a beloved Sister, Mother, Wife, and Grandmother to Kayden Mitchell, Harlow Mitchell and Vance Neufville. She will be greatly missed by her sister Linda Elza and her husband Doug in WV, daughter-in-law Marie Mitchell, stepdaughter Amanda Neufville and stepson Cameron MacMillan.
She is survived by her soulmate and loving husband Don W. MacMillan
Per her wishes a Celebration of Life will be held on May 9, 2026, at the family home. Fran will be interned on May 12, 2026, in a Columbarium at the Northern California National Memorial Cemetery.
