Barbara was born in Richmond, Virginia on 27 September,1962 to John Daniel Mullins and Ilah Louise (Baker) Mullins and was the second of two (2) children.
Barbara is survived by her older sister, Elizabeth Ann (Mullins) Robinette; twin daughters, Helen, and Sarah Surface; son, Daniel Ross Riggins and his wife, Lauren (Garcia) Riggins.
Barbara was predeceased by her father, John Daniel Mullins; mother; Ilah Louise (Baker) Mullins; and husband, Carter Riggins.
